The PRO Act faces an uphill battle within the Senate, as most Republicans oppose it. Currently, 27 states and Guam have legal guidelines permitting employees in private-sector unionized workplaces to decide out of union membership and union charges. Some states had proper-to-work laws up to now, but repealed them or had them declared invalid. There are also some counties and municipalities positioned in states with out proper-to-work laws that have passed local laws to ban union safety agreements.
